What is needed is direct support to the journal operations

If authors pay then sooner or later the authors will determine what is published. The advantage of subscription-based is that ultimately the readers determine what is published. making the authors pay put the decision in the wrong place.

The only reasonable model is for granting bodies to pay for the journals operations directly.
