This works if the grant funding agencies are on board

I think this new model makes a lot of sense, however one of the underlying assumptions is that the granting bodies are happy to fund article processing charges. While this may be true in the United States, it is not a global truth. Here in Australia one cannot use ARC and NHMRC grant funds to pay for such charges, and there are no university funds available for this purpose either.
